Unions agreements in the sector, more often than not, have been used as an unnecessary vehicle to increase wages or improve conditions when this could have been more easily and fairly achieved in an offer of employment.

With recent significant increases in flexibility available to employees under the award, enterprise agreements may be an unforeseen solution empowering employer to manage staff and award conditions effectively to satisfy a service operational requirement.
